NO, commenting things in /etc/services don't stop them, /etc/services is   
just a matter of knowing what's going on port 25 for example.
To stop some services you NEED to comment them in /etc/inetd.conf and   
issue a kill -HUP on inetd to make it reread its config file).
you should also read all the /etc/rc startup scripts to see if some   
daemons are launched this way too.

I usually comment them out in /etc/inetd.conf and then restart inetd.
Is it better to do that in /etc/services?
