This is a standard message,  FSCK always runs.  My understanding is a bit
somewhere is flagged when the computer is shutdown properly, and when FSCK
runs during bootup it looks for this bit.  If this bit is not there, the
Filesystem was not unmounted properly, and FSCK does a check of that drive.
This explanation may be oversimplified, but I believe this is what happens.
(I may be completely wrong about internal working of FSCK, but I am not a
programmer, and do not involve myself with the internal workings of the
utilities....)
