Yeah, those win-modems suck.  But, you get what you pay for :).
As far as the PnP/AGP stuff is concerned:

I have a PnP/AGP system, and have not had any difficulty yet.
The Graphics card is AGP (ATI Xpert 98), and works fine.

I have an AMD-K6-2 300Mhz on a FIC-503+ Mainboard and couldn't
be happier.  Apparently, the forthcoming 2.2.x kernel series will
better handle Plug 'n Pray stuff.

Now, as far as your system is concerned, I bet it could rock
with Linux, but with the PnP stuff you'll just have to spend a
little extra time dicking around with the kernel options.
