ABSOLUTELY NOT!!! IO.SYS is a BINARY file!  Edit MSDOS.SYS, change the
line that reads:

        BootGUI=1

To:

        BootGUI=0

This only works with the FIRST windows 95 that came out (4.0.950 or
something like that).  The "B" version, any "OEM" version, and Windows 98,
all do NOT work with this, and you have to work with hidden FAT/FAT32
partitions to get what you want.
