Don't know about YOUR two methods, but i can assure you that i (and most
others surely) do not have to wait 30seconds before the modem dials !!
so you have something wrong with your setup, i can't tell you what since
we don't know your setup.

I have succeeded in connecting to my ISP using two methods! Why does it
take the modem so long to begin dialing? I haven't timed it but it feels
like 30 to 40 seconds. I thought it was caused by one method having a
TIMEOUT 60 line, but the other method uses no Timeouts.
