edit your XF86Config file.
And under the: Section Screen add:
Subsection Display
Depth 8
Mode "640x480"
ViewPort 0 0
EndSubsection
it's probably just being mean cause you
don't have a 256 colour entry subsection...
then:
startx -bpp 24
