Sorry, I meant to answer this sooner. To fix the problem,
rm /etc/nologin
You might want to cat it first to see if you recognize the message.
I think there was a minor bug in the RedHat shutdown scripts along about
5.0 or 5.1 that sometimes leaves this file lying around across a boot.
You might want to check for updates, I'd be surprised if RH hadn't fixed
this. Or you can stop it ever happening again by adding "rm -f
/etc/nologin" to /etc/rc.d/rc.local.
You do have RedHat, no?
