Those are not part of FVWM, they are standard X header files you need to
compile any X server or client.  They should be part of the X library
packege.  Red Hat separates out headers in a -devel*.rpm, so if you are
using RedHat, you need to make sure you have XFree86-devel-*.rpm.
Slackware has 'em in the x<version number>prog package.  They should be
in an analogous place on other distro's.  Oh, /usr/include/X11 is
normally a link to <xroot>/include/X11, perhaaaps that is all you are
missing - <xroot> is /usr/X11R6, unless you have installed X somewhere
else.
