if you mean 127.0.0.1, that's the loopback address, not your dynamic
address. the dyn ip is the addy your isp gives when you dial in to the ppp
server. it changes each time you connect, hence the name 'dynamic'.

JL 3. I open Netscape Navigator and go to this address and get a

ehm well that's weird. you should be able to get to the page by connecting
to 127.0.0.1 at port 80 like you did the first time. the only reason i can
come up with for why you weren't able to is that the http server died
unexpectedly or it could be that your dns server has (assuming you're
runnning one) and you don't have an entry for loopback in /etc/hosts.

JL I have looked at the configuration files but have not found
JL anything. what am I doing wrong?

in one of the config files (i'm not sure which... you'd have to grep for
it), apache can be set to deny or allow certain hosts. have you checked
that already?
