chat follows the standard C/Unix practice of using \ (not /) as the prefix
("escape") character for insertion of special characters ("man chat" for the
details). So I'd try \/ to escape the / character, not //. If that doesn't
work, you might see if it is having trouble with the & character (that is,
try \& for it).
But what you really want to do is look in your log (usually
/var/spool/messages) and see what chat is actually doing during a connection
attempt. That's much better than guessing.
