The control panel starts automatically when root is logged in and starts
X in RH 5.x.  I think RH's thinking is that if root is starting X then
he/she must want to do maintenance so you get the control panel first
thing.

The quick solution is to create another user...it isn't a good idea to
do everything as root, anyway :-)
The long solution is to try and track down where RHs X startup scripts
are located and edit them.  Unfortunately, I am not sure where they are
:-(
