Actually 5.0/5.1 will.  Just install, and edit /etc/lilo.conf
to taste.

Anyway, to make more LILO boot-disks than you can shake a stick at:

1) Read the LILO mini-howto.  Time: 10 minutes
2) edit lilo.conf to taste: Time 5-10 minutes
                 set boot disk (floppy in your case)
                 set bootable partitions
                 set other spiffy options
3) put a formatted disk in the floppy, (don't mount it)
   and run "lilo".  Time 5 seconds
4) test you new boot disk.  Time 3 Minutes.
5) repeat steps 3 and 4, "n+1" times, where "n" is the largest
   number of boot-disks that you can shake a stick at.


As for your other question, and distribution will do.
Just install the windowmanager called FVWM-95,  (available
with damn-near every distro out there,) which has a '95-like
interface.  However, if you want a REAL window-manager, go with
WindowMaker or KDE.
