just check what it pretends:
what are the permissions on your /tmp directory ?
should be 1777 like this:
lrwxrwxrwx 1 root root 8 Oct 16 13:52 /tmp -> /var/tmp
so if it is not, as root issue these commands "chown root.root /tmp ;
chmod 1777 /tmp"
it should do !!

Now every time when I enter KDE as a normal user, it prompts:

and I can't run any appz under KDE anymore !
