It should be "there automatically." Have you checked all of the basics?
1. In /etc/inetd.conf, is the line for pop3 uncommented? (I assume you have
inetd running.)
2. Is whatever pop3 daemon you specify in inetd.conf actually on your system?
3. Is tcpd configured correctly to allow access to pop3 by your client? (I
assume you use tcpd or an equivalent.)
4. When "the server times out", what app are you using to access it? How do
you get this message, how long before it appears, and what EXACTLY (not
"basically") does it say?
5. Does either your pop3 daemon or tcpd write anything informative in the
system log (usually /var/log/messages)?
