I believe the files in /usr/X11R6/lib/X11 are links to /etc/X11.
This was brought to my attention last night in an aborted install
of Debian 2.1  Sorry but I don't remember all the details and I'm
away from the machine.  But look under /etc and see if you can find
similar names. Do this   du -a /etc |grep fvwm
and you should see any "fvwm" files.
