For the first portion of the "boot dialog" -- the portion managed by the
kernel -- there is no practical way I know of to slow it down. The second
part -- managed by the init scripts -- can be modified like anything else
that uses shell scripting.

But if all you actually want is a way to read the messages more easily,
there is an alternative. The kernel messages will be stored in a buffer that
you can read with the command "dmesg". Later messages will also be written
to the system log (/var/log/messages, if you haven't modified the syslog
configuration).
