I would put programs only used by one user under their home directory. This is
also a good place to install programs you're just testing out to. Other
programs would go under /usr/lib if they're part of the distribution, or are
typical for linux/unix. I like to put commercial programs and special
packages under /opt. The rest would go under /usr/local/bin.
