If you want just terminal service then in init you would spawn a
getty against which ever ttyS? that has your modem.  Probably means that
something should go out and configure the modem so that it will listen.
The other thing you might want to do is to look at the PPP-HOWTO
about setting your box up as a PPP server.

Or it might be possible (never done it) to set up the config so you
could run ppp against the ttyS? with the modem and if it's not
PPP then pass off to getty?  That way you could support both.

Just my minor thoughts.
