Somewhere in /etc/rc.d you will probably find a line "settern -blank 15"
or so.  (it is in rc.M on slackware.  Hmm, can't find it in RedHat.).
Well, setterm -blank 0 in rc.local would probably do it for the console.
For X, BlankTime 0 in the Screen section of XF86Config, or -s 0 in the
command that actually starts the X server (or startx -- -s 0), or
xset s off in ~/.xinitrc or ~/.xsession if you use xdm, or...
