        They are run by pppd, /etc/ppp/ip-up is run when pppd connects and
/etc/ppp/ip-down is run when pppd disconnects.  I use ip-up to start a
timer, send any outgoing mail and news, fetch incoming mail and news,
update my nameserver. And I use ip-down to stop the timer, write log files.

        They are suggesting using ip-up.local in case you do something
stupid and stuff up the original file.  Just backup the originals before
you start messing with them (cp ip-up ip-up.orig).
