Am I right in thinking that you have anonymous ftp working right except for
the upload? If so, all you need to do is
chmod 222 /somepath/incoming
changing "somepath" to whatever is appropriate on your host (on mine, it
would be "/home/ftp/incoming").
This will allow anyone to upload (write) into the directory but will allow
no one to read from it.
