do you use autodetection for the speed and mode of the card ?
i beleive this card can do 10/100 and half/full duplex
beware that full duplex with 10Mbits could do what you describe.
i recommend you choose the speed and mode (don't know how you will
acheive this but RTFM should do)

I have installed an linksys 10/100 ethernet card ad am using the tulip
driver. When I boot this kernel the collision light on my hub flashes
continuously. I have tried different ports and cables with no luck.
