How to dial the ISP?

I am ready to retrieve mail with FETCHMAIL.
 I dont seem to have a program to dial the ISP .....
 What's the name of the program?
I have searched for 'diald' but dont seem to have it.
Is it part of a program with a different name maybe?
Are there alternatives? (my only way out is via the
 tel.line/ISP).
I can download if need to.
