I had the same problem with RH 5.2. It's not your modem, you need to setup
a few files before you can use  netscape.

First of all, turn off dns.
To do this you go into linuxconf(type, as root, linuxconf) then click on
client tasks and then on name server specifications(DNS) there is a button
that says "DNS is required for normal operation" make sure that is not
clicked.
Hit accept, quit, and activate changes.
Next, you have to create a file called resolv.conf in /etc
You put your ISP's domain name and their dns addresses in this file.
You can look at you ISP's website or call tech support for the info.
My resolv.conf file reads:
search earthlink.net
nameserver 207.217.126.81
nameserver 207.217.77.82
nameserver 207.217.120.83
Netscape needs these addresses in order to turn www.someplace.com into
123.456.789
You should now be able to use kppp to log into your ISP and use netscape.
