the modem should not answer the call by itself.
you should configure your prefered getty to listen on the modem serial   
line and react when it gets "RING".
The getty process should answer the call and present the caller a   
"login:" message.
getty should be put in /etc/inittab with the status "respawn" to be   
launched again when the line is closed.

read modem-HOWTO, PPP-HOWTO Serial-HOWTO (should be in /usr/doc/HOWTO)
