When I upgraded to RH 6.0, I can no longer run a script, "ppp-on" from
emacs even though it can be done from a terminal (as user in both cases).

emacs explains that it can't open the .ppprc file in user's home directory.
Although it says the operation not permitted, the problem is that the file
is not there. I'm running emacs 20.3.1. Apparently I need to build a re-
source file, but don't know what it should look like. 

emacs also no longer supports reading news (M-x gnus). It says nntp (news)
open error: ''. Couldn't open server. However, I can read news in Netscape,
and so the inbility to teach the server is at th emacs end. I suspect it
may also be due to the missing .ppprc file.
