type locate ppp-on  My redhat system returns
/usr/doc/ppp-2.3.7/scripts/ppp-on

edit it to suit your needs, its full of "advice" comments to help you.

Move ppp-on to you home dir, or somewhere safe and type;
ppp-on

Do the same for ppp-off
