Last weekend I formated a 3.5" floppy at 1760 (1600 netto) and it seems to
work (from memory):

# fdformat /dev/fd0u1760
# mke2fs /dev/fdu1760
# mount -t ext2 /dev/fd0u1760 /mnt/floppy

Works like a charm. 1.6MB capacity left for the user.
