Has anyone used emacspeak and how reliable is it.

I live in a country where 95% of the people cannot afford to own a
computer.However they can afford to make a local telephone call.I
thought of using Linux to offer an e-mail service where people could
call into an e-mail server and listen to their e-mail.It was suggested
that besides various Linux services like

cron - to start the show 
pppd - to log on to the net (probably in demand dial mode)
fetchmail - to get the email
procmail - to filter the incomming email through the text-speech thing
text-speech-thingy - to convert the email to speech
vgetty - to ring you and "read" the mail to you
various shell scripts - to make it happen a little easier

 that would have to be set up emacspeak would also likely do the job.Can
anyone share their experiences of emacspeak and can something like ths
work....realistickly OR am I just dreaming...
