If you mean by 'proxy' only http/ftp proxies, then install squid on your
linux box and tell the win apps to use it.
If you mean by 'proxy' more complicated things, you may have a look at
the IPChains-HowTo (which explains nicely the possible methods to hook a
local net up to the Internet), the Masquarading-HowTo and the
Firewall-HowTo.
