The libc4 was and most probably user space programs. If you need something like a written confirmation that needs to be taken into account. I see no other way than calling a company to do the tests and certify your system. That means, however, MONEY. And: You cannot change your system setup (i.e. install new programs) while keeping the certificate vaild.
