Sure....don't make the new partition a "primary" partition.
Whenever you add a new PRIMARY partition, it's ALWAYS
going to be "D" as far as DOS/Windows is concerned. If,
however, you make it an EXTENDED partition, it should work
just fine!

Yes. Your current "D" drive will remain the same. Windows
won't see the new drive if it's a pure linux drive.

Yep.  With SAMBA and some other configuration, it should
work just fine.

Dunno.... it SHOULD serve as a DHCP server just
fine.....whether it'll take it I don't know. I can't say
for sure on either, never having done it myself.
