Probably the champion would be 'lynx' in this regard. However, it
doesnt do graphics : text only. A lot of websites nowadays are designed by
people who find it inconcievable that someone would use a text mode
browser, so you may find it frustrating to use lynx. But if you are OK
with text only browsing, theres nothing like it.
