Accoring to man hosts.deny in the EXAMPLES section your problem is a
missing :  as in;

ALL: ALL
note^the :

As to you not having an EXAMPLES section in hosts.deny, what distro
and version do you use. Redhat-6.0 has the examples, slackware 3.6
does not even have a man page for hosts.deny, or i did not install
all the man pages, thats possable as well ;-).
