Denying Hosts at Workstation Level

We are running ipfwadm on RH 5.2 distribution and have set up IP
Masquerading.

We have one W95 machine that is in a private library and would like to
enable that machine with internet access to just a few sites--perhaps less
than 2 dozen.

Is there a way to do this and still allow the other machines on our small
LAN to have full internet access? We would like to avoid running a client
program like "Net Nanny."
