Sorry I was unclear the first time around. Yes, I am referring to the
possibility that one of the scripts in (or, in your case, symlinked to --
distributions do vary in this, and I don't recall if you've said what you
are using) /etc/rc.d/ is calling setserial. Try your luck with
grep setserial /etc/rc.d/*
