Hum, no your assumtion is wrong.
Thesedays distributions install a /etc/securetty file _without_ root
login devices as its a potentional securety risk to have the in the
said file.
You possably use an old version of slackware which used to have
/dev/ttySX devices in its /etc/securety file, thesedays it has them
included but uncommented as follows.
# These are remote ttys, and uncommenting them might be less than fully secure:
#ttyS0
#ttyS1
etc
etc
