I dont want t disagree but it is a permissions problem, redhat
installs users dirs as, drwx------   

I have apache installed however the default directorys are defined as
/home/httpd/* and not /home/"user".

It could be that you have misconfigured /etc/httpd/conf/httpd.conf
I would go as far as saying your answer lyes in that file.
