Others have pointed out about checking cables reboot of windows and the likes,
from what i can gather from your descrption the problem lyes on the windows
side, windows sets routes in mystrious ways, i am no widows expert, but what i
have seen from windows setting routes for you is rubbish, i suggest you open a
dos window under windows and type 'route print' you might see a route for eth0
but check the netmask, windows plays tricks on you there.
Remember like the others said, after alterations ytou must reboot widows.
