In the sense of the word move you can mv data from one partition to another
providing there is enough room for the data.

In the sense of moivng /dev/hda6 to /dev/hda5  and keeping /dev/hda6 i know
of no safe way, as it is i dont know a (safe)way.

To create a new partition you need to have unused space on the disk
first. By that i mean a section of the drive thats not been partitioned, or
has been partitioned but unpartitioned and left empry for futher use.

Maybe a more elaborate explanation of what you want to do will help us
further.
