In general, external modems are "real" modems.  I think I've heard of one
instance where there was an external modem that was a software modem.

There's a good reason that those winmodems are cheaper.  They're junk.  There
is a project to get winmodems working under Linux, and Lucent recently
released a binary-only module for one of their chips (reported as being "buggy
as hell") so there is a little hope.  But personally I would never use a
winmodem - in my opinion the disadvantages *far* outweigh the cost savings.
