tftp means Trivial file transfer protocol, it does not use the normal ftp
ports, which are 20 and 21, ftp uses the tcp protocol, tftp uses port 69
meaning the remote hosts must listen on that port for tftp (which uses udp)
Now considering there are not many servers who listen on that port then 
that is the reason you are getting, Error reading filename ( Timed Out )

The error message is a little missleading, considering a connection between
hosts is only made when a command is sent, Eg, "get filename" will a connettion
be established, if the remote host is not listening for tftp connections then
really time out is connection refused.

Another thing to remember with tftp is, it has no user-login and does not
validate who a remote user is, this in turn must tell you its a BAD thing for a
ISP to use, which is the very reason it wont work.

Solution,
Use ftp or ncftp or even netscape. they all use ports 20 and 21 for ftp.
