First off, PnP items can be ISA. So those two are not necessarily
related. Second, in general ISA modems are more likely to work than
PCI modems. Last I heard there were only a very few PCI modems that
are known to work. That is *not* too say that all ISA modems will
work under Linux. Most Winmodems won't - fairly recently there has
started to be some support for certain Winmodems. I'm really not
sure which one's are supported.
If you ever want to see if a particular modem will work under Linux,
take a look at:

That site has lengthy lists of modems and whether they are known to
work or not, as well as links to a lot of other information on the
subject of modems.
