if you are compiling stuff, sometimes you can get performance
boosts with make -j2
I'm not sure all of this will help with SMP-- I don't have a SMP
box laying around.. I'll tell you much more if you want to send me one :-)

I don't think you can.... This is in a constant state of flux...
for instance if you are running top, It's obviously running on
one of your CPU's so it will change what is running where without
top running.
