nls == native language support. These are the codepages you configure
under make menuconfig -> Filesystems -> Native Language Support.
As to why your netscape slows down: You don't run it 24/7, do you? You
don't have a ridiculously large Cache configured, do you? That are the
only things I can think of right now (besides the obvios ones: bad
connection, overloaded proxy, ...)
