I dont know if I may help, as far as I didn�t understand your problem.
However: I am running Linux SuSE 6.1 distribution and working with ISDN.
You will not need a modem, for communication, but an internal ISDN card. The
SuSE handbook ( at least in Germany ) is handling the ISDN issue very deep. If
