It depends on what you mean by "mirror". If you mean simply to copy a
directory from some other host to your local drive, the easiest way is to
tar the directory (using the needed options to preserve
permissions and such)
ftp the tar'd file to your local filesystem
untar the directory where you want it
"man tar", or even "tar --help", will give you the details you need on options.
If you mean keep the local copy synchronized with the remote one, say with
nightly updates, there is specialized software to do this. There is a
"mirror" application, though I haven't used it. It's available as a .deb for
us Debian users, and I'd imagine there's an .rpm (I recall you being a RH user).
