I don't know much, but since your question is so basic, I'll tell you the
little I know. The Wearables HowTo points one to EmacsSpeak, with
information at URL
http://www.cs.cornell.edu/home/raman/emacspeak/emacspeak.html
It in turn points to URL
http://www.mv.com/ipusers/vanzandt/
which has a lot of links to companies and software that do voice synthesis
without tying you to Emacs.
The archive at URL http://leb.net/pub/blinux/ may also have some useful
materials; it isn't really documented, though.
Hope this provides at least some minimal help. Sorry I can't offer more.
