Probably a Winmodem, hence not usable with Linux. Check for yourself at

the definitive reference site for modem compatibility with Linux. A found
many different brands that use Motorola chipsets, and all were labeled
Winmodems there. Perhaps you can find your specific one on the list; I didn't.

On the other hand ... were you being precise when you said it works in
*DOS*? You really mean DOS, not Windows (or a DOS Window under Windows)?
Winmodems don't normally work in real DOS. So that part makes me uncertain.

In any case, look it up in the database, and if it is supposed to work, tell
us what you tried and how it failed. Linux doesn't have a "com 3" (its
equivalent would be /dev/ttyS2), I'm not sure what "the" modemtool is (or
even what Linux distribution you are using), and you don't say what sends
the "wont open" message.
