As i see it there is no need for special software, most PC's have netscape
installed.
You place all the files in one directory or split them into catogorys in
sub dirs, then use;
file:/path/to/fotos
It will prsent you with a html list and you can click on which ones you
want.
Other programs for viewing;
xv comes to mind.
